Born in San Pedro, Buenos Aires, 10 September 1848. He was the son of Francisco and Francisca Uballes Picabea Ramírez. He completed his primary studies in his hometown and high school in Buenos Aires. In order to meet their expenses as a teenager, he became a trainee on the distribution and successive promotions police reached the rank of Commissioner in mid-1877.
In 1874 he joined the Faculty of Medicine of Buenos Aires and graduated in 1880 after submitting his thesis "The pulse in mitral insufficiency." Moved away from the activity of the Commissioner that he spent several years life, he joined the Chair of Internal Medicine who led the Dr Manuel Porcel de Peralta, which after serving as Head of Clinical Substitute teacher coming to Professor in 1890 and staying in office until 1896. Was once one of the largest medical and academic figures. With limited resources, without scientific environment, or laboratory or appropriate library was formed and pushed through vigorously to the highest university hierarchies. Had a fine spirit Uballes clinical intuition and an exhibition admirable easy and smooth. He turned to internal medicine. 
was President of the Medical Association of Argentina between 1893 and 1894.
accomplished his time as professor and academic being, he was appointed Dean of the Faculty of Medicine from 1902 to 1906 and then Rector of the University of Buenos Aires from 1906 to 1917. During the performance of those functions episodes of turmoil faced student who managed to overcome with firmness and skill. introduced major reforms in the governance of the Faculty of Medicine, which achieved independence from the protection that the Academy had served for 32 years. From the Rector entered the orbit of the University College Buenos Aires National School of Commerce Carlos Pellegrini. It also established two new faculties: Agriculture and Veterinary Science and Economics. In November 1912 with support from the Dean of the Faculty of Agronomy and Veterinary, Dr Schatz who gave an estate belonging to said School was laid the cornerstone of which would be the establishment of America's oldest cancer, the current Roffo Institute. While the university management was not without its critics, it is agreed who have dealt with their work in pointing out that it was one of the most progressive and fair.
also intervened in politics and as a Conservative Party member getting a seat of deputy in the National Congress (1894-1998) and once it saw as a possible candidate for president by his party.
